Geosyntec
consultants
3. SITE INVESTIGATION OBJECTIVES
Though typically used for pre-ROD data collection, EPA's Guidance on Systematic Planning
Using the Data Quality Objectives Process (EPA, 2006) seven step data quality objective (DQO)
process has been used to set the objectives for this Work Plan. The seven-step process includes:
Step 1. Defining the problem;
Step 2. Identifying the goals of the study;
Step 3. Identifying the data and information needed to answer the study questions;
Step 4. Defining the boundaries of the study;
Step 5. Developing an analytical approach;
Step 6. Specifying the performance or acceptance criteria; and
Step 7. Developing the data collection plan.
The problem statement(DQO Step 1)is described in Section 2.6 of this Work Plan which identifies
data gaps necessary to obtain a better understanding for the extent of residual PCE impacts in
shallow soil vapor around SG-100 to evaluate if it is a source of VI and if additional remediation
is warranted. The goals of the proposed investigation (DQO Step 2) are to fill the data gaps
identified. Current soil vapor data from locations surrounding SG-100 is needed to evaluate the
lateral extent of elevated PCE concentrations (DQO Step 3):
The boundaries of the study (DQO Step 4)are defined as the shallow vadose zone around SG-100
limited by data that bounds the area of concern. The analytical methods will be selected to target
the Site contaminants of concern, chlorinated solvents, with method detection limits (MDLs) and
practical quantitation limits (PQLs) low enough to meet the criteria detailed in Section 4.1 (Table
C-2; DQO Step 5). Standard operating procedures (Appendix 13) and a quality assurance project
plan (QAPP; Appendix C) will be used to evaluate if the data collected is appropriate for use to
meet the DQOs of the study (DQO Step 6). The scope of work below details the rationale and
approach for collecting the necessary data and the methods selected for collecting the data (DQO
Step 7).
202012 Lincoln Center Soil Vapor Assessment Work Plan 5 December 2020
