GeosyntecO
consultants
4.2 Pre-Field Activities
Prior to initiating intrusive fieldwork at the Site, pre-field activities will be completed including
revising the Site Health and Safety Plan, procuring permits and property access approvals, and
conducting a utility survey in the area of the proposed injections as discussed below.
4.2.1 Health and Safety Plan Addendum
Current field conditions will be reviewed by staff before commencing field activities. The
assessment will include the following items:
• Evaluating health and safety concerns with respect to proposed scope of work;
• Evaluating existing and previously existing utilities in relation to the proposed boring
locations;
• Ensuring safe access and movement within the work area;
• Determining operational and traffic safety requirements; and
• Assessing general health and safety hazards presented in this scope of work.
After a review of the field conditions has been completed, a Site-specific task hazard analysis
(THA) will be prepared to supplement the existing Site Health and Safety Plan (HASP; Appendix
A). The THA will ensure safe work practices to prepare for and minimize the possible hazards to
human health and to the environment with regard to the proposed scope of work. Hazards and
controls developed in the HASP addendum will be communicated with all field personnel. In
addition, due to the current coronavirus (COVID-19) pandemic, a THA focused on health and
safety procedures to follow during the pandemic will be included in the HASP addendum.
4.2.2 Permitting and Access
The proposed activities will be completed solely on property owned by Lincoln Properties, Ltd.
(LPL) under the existing access agreement between LPL and the Trust. Geosyntec will notify
and gain approval from LPL regarding the proposed scope of work, work hours, and schedule in
advance of field implementation.
Boring permits will be obtained from the San Joaquin County Environmental Health Department
(SJCEHD) for each proposed boring prior to the implementation of the Work Plan.
4.2.3 Utility Survey
At least 48 hours prior to intrusive field activities, Underground Services Alert (USA) North 811
will be notified of the intent to drill. USA will contact all utility owners of record within the Site
vicinity and notify them of the intention to conduct subsurface investigations in proximity to buried
utilities. All utility owners of record, or their designated agents, will be expected to clearly mark
the position of their utilities on the ground surface for utilities that are located in public areas. In
addition, a private utility locator will be procured to mark utilities and clear proposed drilling
locations. Utilities will be clearly marked on the ground surface and subsequent field activities will
be planned accordingly.
202012 Lincoln Center Soil Vapor Assessment Work Plan 7 December 2020
