Overfill prevention was incorrectly listed as <br /> 4/20/20. Testing was conducted on 4/23/19. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and <br /> maintenance for the UST system have been completed and document the dates they were done. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of <br /> the required information on the reports. <br /> This is a minor violation. <br /> 302 CCR 2630(d), 2641(a)Leak detection equipment not installed/maintained/located to detect leaks at earliest <br /> opportunity. <br /> OBSERVATION: Test boots on six of the pipes in the UDCs were not pulled back and not positioned in a way that <br /> leaks will be detected at the earliest opportunity. <br /> On three pipes, hoses attached to the boots were looped upward. <br /> On two pipes, boots were not pulled back and the valves were sealed closed. <br /> On one pipe,jumper hoses were still attached on both ends. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: Ensure that any releases in the piping in the UDCs will be detected at the earliest <br /> opportunity. The boots were all pulled back by the technician at the time of inspection. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 13, 2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
