If floor drains are required , they must be plumbed through a sand /oil separator and discharged to an above ground system approved by the Environmental Health Department . A registered engineer must design this system . The material collected in the above ground holding system must be analyzed for hazardous constituents prior to disposal . Specific test requirements may be obtained from the Environmental Health Department . The fee will be based on the current schedule at the time of payment . 6 . The existing private water wells shall be tested for the chemical Dibromochloropropane ( DBCP ) and nitrates with the results submitted to the Environmental Health Department prior to issuance of building permit ( s ) .
