COUNTY- AMENDED <br /> 10/30/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ULTA BEAUTY#579(Tracy) 2475 Naglee Rd: Tracy October 24 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> determined to be hazardous wastes and stored longer than the number of days specified in Title 22 CCR for your <br /> hazardous waste generator status. <br /> This is a Class II violation. <br /> 106 CCR 66262.34(d)(2)Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated(not necessarily documented)that <br /> employees who handle hazardous waste were properly trained based on the following observations: <br /> 1.A Pacifica Aromapower Micro-Batch Perfume Oil was found in a State Managed Waste/Toxic Hazardous Waste <br /> tote(see photos IMG 9012-15). However,when Jasmin Sekhon, Merchandise Service Coordinator, scanned the <br /> perfume oil,the hand-held scanner indicated the perfume oil was a flammable liquid(IMG 9016). Jasmin stated the <br /> perfume oil should have been placed in the Flammable Liquids and Solids Hazardous Waste tote. <br /> 2.When asked how a hazardous waste spill,such as spilled cosmetics or shampoo, is cleaned up and managed <br /> by the facility, Jasmin stated paper towels and Barbicide wipes(IMG 9034)are used to clean up the spill and then <br /> are thrown into the trash.When asked if the facility uses powder absorbent to clean up spills,Jasmin indicated that <br /> the powder absorbent is only used by the janitorial employees.According to the Ulta Beauty Hazardous Waste <br /> Training Guide, powder absorbent is to be used to clean-up a hazardous waste spill, placed into a bag and labeled <br /> with the brand and product description on the bag, and placed into a"Pending Review Damage"bin. <br /> 3.Jasmin Sekhon and Sarah Fellows, Salon Stylist,were not listed on the Ulta Store#579 Hazardous Waste <br /> Program Certificate of Employee Training document, observed at the time of inspection(IMG 9061).According to <br /> Jasmin, she had not received this training. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with <br /> proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations <br /> and emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees.
