California Integrated Waste Management Board <br /> State of California Addendum To Inspection Report <br /> LIMB 03 <br /> (Rev 01/07) ® Page of 2- <br /> — — <br /> EnforcementAgency:ISan Joaquin County Environmental Health Department I For Official CIWMB Use Only <br /> AIU IL NUMBER (99-aa-9999) INSPECTION DATE(MM/DD Received Date <br /> 3 3 - -- 0 0 0 5 0 6 / 1 6 / 2 0 0 8 <br /> Facility Name <br /> Corral Hollow Landfill <br /> Facility Location QAttachments On File(Not Scanned) <br /> 31130 Corral Hollow Road <br /> inspector ns c orignatur <br /> Natalia Subbotnikova <br /> Comments: <br /> 1.Violation T27CCR 21140-Final Cover-The area north east of the landfill contains waste outside of the closure cap.The site <br /> investigation conducted on August 16,2007 revealed that waste extended beyond the facility property boundary.A <br /> letter from the EHD dated August 27,2007 directed county Solid Waste Division and Caltrans to provide a time line <br /> for compliance with closure requirements found in Title 27 CCR and to work with Caltrans to further delineate and <br /> close the waste on their property.The EHD has received a response from Caltrans and county Solid Waste Division. <br /> Addendum to the Closure/Post Closure Maintenance Plan has been received from county Solid Waste Division.The <br /> EHD will maintain the violation on the inspection report until all closure cap work are finished. <br /> 3.AC Title 27 CCR 20750-Site Maintenance- Started May 30,2008 about 100 sheep were placed to the landfill to help control <br /> vegetation.According to operator sheep will graze the entire site by September 30,2008.However,some of landfill <br /> areas were still covered by overgrown vegetation.The overgrown vegetation could pose a fire hazard especially with <br /> summer approaching. <br /> Observed depression on the northwest side of the road. <br /> Well GW-3 is difficult to monitor. <br /> a.Operator should maintain the vegetation at a minimum so that site cover inspection could easily be conducted and to <br /> prevent surface fires from taking place which could cause a threat to public health and safety and the environment. <br /> b.Repair depression to avoid ponding water accumulation. <br /> c.Extend each individual probe heights within monitoring well GW-3 to allow for ease of monitoring. <br /> 4.Violation Title 27 CCR 21150-Drainage Control-Abundant vegetation had grown in the perimeter drainage where the half- <br /> pipe corrugated metal drainage was located.It was unclear where this drainage would drain the runoff into.Drainage <br /> on the southeast property boundary,where grading had taken place,did not appear to function as intended. <br /> a.Provide adequate drainage of runoff for the entire site. <br /> 5.AC Title 27 CCR 20830-Litter Control- Litter observed near fence boundary on the northeast side. <br /> a.Remove litter for proper disposal. <br /> Notes: <br /> A.On April 11,2008 the new soil gas monitoring well GW-lA was installed at north western corner of the landfill to <br /> replace existing well GW-1.GW-1 was require relocation because the screened interval is submerged in H2O. <br /> The existing well GW-1 will be retained(Previous violation cleared). <br /> B.Probes at monitoring wells# IA,4,and 6 measured less than 5%methane by volume of air. <br /> C.Flare was operating at time of inspection. <br /> D.New traffic protective poles were installed around GW-7. <br /> E.New lock was placed on GW-IA. <br /> INSTRUCTIONS ON BACK Carred: Incorrect: E X A M P L E 1 2 3 <br /> Top V�/p► - IWMB Middle Pink-LFA Bottom-Yellow <br />
