STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Managernt-ailboard <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0005 INSPECTOR: Natalia Subbotnikova <br /> SITE NAME: Corral Hollow Landfill <br /> RECEIVED BY <br /> INSPECTION DATE: 12/27/06 OPERATOR <br /> COMMENTS: <br /> 1.Violation T 27 CCR 21140—Final Cover—Corrective Action Plan(CAP)for extending closure cap at east side of landfill has <br /> been reviewed by the EHD.Waste discovered during the middle of 2005 remains uncovered and has not been <br /> adequately closed.The CAP based on EHD review did not appear to have been completed correctly and <br /> did not adequately determine the extent of the waste. <br /> a. The Solid Waste Division should make all the effort to have the site adequately closed. <br /> b. The waste found outside of the closure cap has not been delineated.This has been an issue since September 2005. <br /> The EHD recommends that a plan for delineation be submitted as soon as possible.The plan should be copied to all <br /> affected agencies(EHD,CIWMB, SJVAQMD,and the RWQCB)and should include a site health and safety plan. <br /> c. EHD suggests that the closure and post closure maintenance plan will need to be amended to show closure and post <br /> closure maintenance of this portion of the landfill <br /> d. Failure to respond to this violation may result in further enforcement action. <br /> 2.AC T 27 CCR 20830—Litter Control—Observed contaminated soil with litter/plastics at south east side of landfill. <br /> a.Remove litter for proper disposal. <br /> 3.AC T 27 CCR 20750—Site Maintenance—Observed missing lock on GW J. <br /> a. Put a new lock. <br /> 4.Notes: <br /> A. Observed the possible accumulation of rain water on the south east side of the slope near secondary storm pond. <br /> Provide slope stability to prevent ponding. <br /> B. Burrowing holes observed at south side of landfill.Continue to make repairs of holes as needed and <br /> control burrowing. <br /> C. Rodent bait stations in place with rodent bait installed. <br /> D. Gas monitoring probes for GW 4, 5 and 6 measured less than 5%methane by volume of air. <br /> E.
