Violation T 27 CCR 21140—Final Cover—Phase 2 Work plan as a part of Corrective Action Plan(CAP)for extending closure <br /> cap at east side of landfill has been reviewed by the EHD with comments on January 31,2007.Waste discovered <br /> during the middle of 2005 still remains uncovered and has not been adequately closed.Continuation of <br /> violation. <br /> a. The EHD understands that San Joaquin County Public Works is working with California Regional Water Quality <br /> Control Board on the approval of work plan to delineate the lateral and vertical extend of the release of pollutants in <br /> the vadose zone and groundwater.This issue is still not resolved. <br /> 2.AC T 27 CCR 20921 —Gas Monitoring and Controls—Well# 1 will require relocation because the screened interval is <br /> submersed in H2O. <br /> a. Install the well in the closest location near the original location that is not subject to the perched water or determine <br /> the depth to ground water and construct the well with the screen interval above the perched ground water. <br /> b. Conduct a video investigation into the remaining gas monitoring probes to assess the condition of the probes. <br /> c. Submit a work plan to EHD for review and approval. <br /> d. The EHD needs to be present when the site work takes place.Notify the EHD 48 hours in advance of any site work. <br /> 4.Notes: <br /> A. Probes at monitoring wells# 1,2,3,4,5,7 and shallow and deep probes at well 96 measured less than 5%methane <br /> by volume of air. <br /> B. Previous burrow holes have been covered up.
