Violation T27CCR 21140-Final Cover-The area north east of the landfill contains waste outside of the closure cap.The site investigation conducted on August 16,2007 revealed that waste extended beyond the facility property boundary.A letter from the EHD dated August 27,2007 directed county Solid Waste Division and Caltrans to provide a time line for compliance with closure requirements found in Title 27 CCR and to work with Caltrans to further delineate and close the waste on their property.The EHD has received a response from Caltrans and county Solid Waste Division. The EHD will maintain the-violation-on the--inspection-report until a-draft-design forthe cap and anamended-Closure/ -- Post Closure Plan has been received. 2.Violation T 27 CCR 20921 Gas Monitoring and Controls -Well# i will require relocation because the screened interval is submersed in H2O. a. Install the well in the closest location near the original location that is not subject to the perched water or determine the depth to ground water and construct the well with the screen interval above the perched ground water. b. Conduct a video investigation into the remaining gas monitoring probes to assess the condition of the probes. c.-The EHDneedsto--be-present whenthesite--work-takes-place.--Notify-the EHD 48hours inadvanceofany-site-work, - d. Installation of new GW-IA well initially scheduled for beginning of December 2007 has been cancelled by San Joaquin County Public Works. e. Failure to respond to this violation may result in further enforcement action. 3.AC Title 27 CCR 20750-Site Maintenance-On November 26,2007 San Joaquin County Public Works has initiated drilling activities as part of Evaluation Monitoring Plan(EMP).Initially the work plan for temporary borings was approved for drilling on neighboring property.Public Works was asked to revise the work plan. Based on the 16 November 2007 letter well location map indicated the location of HP-2(temporary boring)instead of MW-8(groundwater monitoring well). a.Adjust well locations. Notes: A.A meeting between Public Works Solid Waste Division(PW-SWD)and the EHD occurred on November 30,2007 to discuss the current status of the Corral Hollow Landfill.The meeting resulted in an agreement that PW-SWD would meet with Caltrans to resolve site access issues and develope a plan to resolve the closure issues at the site. B.Anti-erosion control mats-placed-on northeast side of theslope andondisturbed vegetativelayerareas.Drainage ditch cleaned out and new anti-erosion control mats placed. C. Small erosion channel observed on the north slope of landfill.Fill in erosion. D.No litter observed at time of inspection(previous AC cleared) E.Probes at monitoring wells# 1,5,6 and 4 measured less then 5%methane by volume of air. F.No rodent bait observed inside rodent trap located on the south property boundary.Increase frequency of monitoring and maintaining of rodent bait traps to ensure they are fully functioning.
