Pock Lane Residential Traffic Impact Study <br /> 3.5 EXISTING TRAFFIC CONDITIONS <br /> TJKM evaluated existing traffic conditions at selected study intersections during the a.m. and p.m. peak <br /> hours on a typical weekday. Intersection turning movement counts of vehicles, bicycles, and pedestrians <br /> were collected during weekday a.m. peak period (7:00-9:00 a.m.) and p.m. peak period (4:00-6:00 p.m.) on <br /> October 26, 2021. 24-hour volume counts (ADT)were also collected on Pock Lane south of 81h Street and <br /> south of Togninali Lane. <br /> Due to ongoing traffic irregularities associated with the COVID-19 pandemic, TJKM reviewed the most <br /> recent available ADT data for Pock Lane near the project location in order to estimate how traffic volumes <br /> might have changed. The San Joaquin County Department of Public Works maintains an ArcGIS map of <br /> ADT data within the County. ADT counts on Pock Lane were collected between Loomis Road and 9th <br /> Street in March 2021, and south of Loomis Road in January 2018. In January 2018, the two-way, 24-hour <br /> volume was 3,185 vehicles. In March 2021, it was 2,570 vehicles, indicating a reduction in daily traffic as <br /> might be expected for that time. In October 2021, the volumes were 3,695 south of 81h Street and 4,394 <br /> south of Togninali Lane. This indicates that traffic volumes at that time had returned to at least pre- <br /> pandemic levels.The a.m. and p.m. peak hour turning movement counts were therefore used without any <br /> adjustment factors. Existing north-south traffic volumes at the three project access points (intersections <br /> #7, #8, and #9)were estimated by volume balancing between intersections#4 and #5, located <br /> immediately to the north and south, respectively. Side street volumes on Loomis Road were estimated <br /> based on conservative assumptions of trips generated by Kennedy Park. <br /> The traffic count data are included in Appendix A.The existing lane geometries and traffic control at each <br /> study intersection are illustrated on Figure 6 and intersection turning movement volumes at each study <br /> intersection are illustrated on Figure 7. <br /> Page 119 <br /> TJKM <br />
