Pock Lane Residential Traffic Impact Study <br /> 6.0 CUMULATIVE PLUS PROJECT • • <br /> This scenario is identical to Cumulative No-Project Conditions, but with the addition of projected traffic <br /> from the proposed project.Trip generation, distribution, and assignment for the proposed project are <br /> identical to that assumed under Existing plus Project Conditions. <br /> 6.1 INTERSECTION LEVEL OF SERVICE ANALYSIS—CUMULATIVE PLUS PROJECT CONDITIONS <br /> The intersection LOS analysis results for Cumulative plus Project Conditions are summarized in Table 10. <br /> Under this scenario, the stop controlled intersection of Pock Lane & Mariposa Road would continue to <br /> operate at LOS F during the p.m. peak hour,with an increase of 11.0 seconds of average delay on the <br /> northbound (controlled) approach. The all-way stop intersection of Pock Lane & Boeing Way would <br /> continue to operate at LOS E in the a.m. peak hour,with an increase of 3.1 seconds of average delay. In <br /> addition, the signalized intersection of Mariposa Road & 81" Street/Farmington Road would degrade to <br /> LOS E. All three intersections would experience potentially significant impacts requiring mitigation. <br /> Mitigation Measures <br /> All three potential impacts can be fully mitigated, as shown in Table 9. At Mariposa Road &8' Street, <br /> simple signal timing optimization using Synchro 11 methodology would allow the intersection to continue <br /> operating at LOS C in the a.m. peak hour and LOS D in the p.m. peak hour.As with Existing plus Project <br /> Conditions, the impact at Pock Lane & Mariposa Road can be eliminated with the addition of a <br /> northbound right turn lane.At Pock Lane & Boeing Way,the westbound approach would experience <br /> substantially more delay than the other three approaches in the a.m. peak hour. By providing a separate <br /> right turn lane on this approach, operations would be improved to LOS C during the a.m. peak hour. <br /> With mitigation, the project would be consistent with level of service standards set forth under the San <br /> Joaquin County General Plan. <br /> A peak hour signal warrant analysis was also conducted for the unsignalized intersection of Pock Lane & <br /> Mariposa Road, to determine if a traffic signal is warranted.A signal is not warranted at this intersection <br /> during either peak hour. Figure 11 shows projected turning movement volumes at all the study <br /> intersections for Cumulative plus Project Conditions.
