From those photos, it appeared that Duck Creek <br /> was more or less in its pre-development alignment but that it had been subject to fairly extensive <br /> disturbance, primarily associated with flood control improvements. <br /> The project applicant is asking the County and BaseCamp what can be done to move the CEQA process <br /> forward. We prepared an Initial Study/Mitigated Negative Declaration (IS/MND) in December of last year.The <br /> next step would be to send it out for public review;the tribe would be included in that distribution. <br /> While resolution of the tribe's concerns does not necessarily need to occur now,all parties would be more <br /> comfortable if that could happen before the public review of the CEQA document. With that in mind, I am <br /> forwarding a copy of the current draft of the cultural resources section of the IS/MND to you for your review <br /> and consideration. <br /> The cultural resources section includes a discussion of the study by Solano Archaeology and the potential <br /> sensitivity along Duck Creek.The section could be updated to reflect the historical alignment information I <br /> forwarded to you. Mostly importantly, however,we would like to be sure that the impact discussion and <br /> recommended mitigation measures adequately represent the tribe's interests as to tribal cultural resources. <br /> Please review the attached analysis and the concluding mitigation measures and let me know whether the <br /> document is adequate as-is,whether you would recommend any changes or whether you would like to <br /> discuss further.The IS/MND is still in the draft phase and can be modified as required. It would be best if we <br /> could have your response within, say,two weeks,or by April 19.
