A qualified environmental professional shall prepare a surface and subsurface contamination <br /> report,identifying any potential source of surface or subsurface contamination caused by past or <br /> current land uses.The report shall include evaluation of non-point source of hazardous materials, <br /> including agricultural chemical residues, as well as potential point sources, such as fuel storage <br /> tanks, septic systems, or chemical storage areas. The report shall be submitted to the <br /> Environmental Health Department at time of submittal of a tentative map(San Joaquin County <br /> Development Title,Section 9-905.12). <br /> Note:EH has received Phase I Environmental Site Assessment report dated December 14,and <br /> will require a limited sampling of the surface soil of the subject property to analyze the presence of <br /> residual pesticides prior to recordation of final map.Please refer to EHD response letter to Phase <br /> I Environmental Site Assessment dated April 7,2021. <br /> j. Prior to the issuance of any building permits,sewer facilities shall either be bonded for or be in <br /> place, as evidenced by a letter from the serving entity(San Joaquin County Development Title, <br /> Section 9-1100.3[d]). <br /> Note:A will-serve letter from the City of Stockton for sewer service provisions has been received. <br /> k This project shall be provided with public water service at the time of Final Map recordation.A letter <br /> shall be submitted from the purveyor stating that these services either are bonded for or are in <br /> place,prior to final approval(San Joaquin County Development Title,Section 9-1120.2). <br /> Note:A will-serve letter from California Water Service for water provisions has been received. <br /> The existing homesite may continue to use the existing well and septic system until a repair or <br /> replacement is needed.When a repair or replacement is needed connection to public services is <br /> required.(San Joaquin County Development Title,Section 9-1120.2,9-1105.2). <br /> m. The existing private water well located on the existing homesite shall be tested for the chemical <br /> Dibromochloropropane(DBCP)and nitrates with the results submitted to the Environmental Health <br /> Department.Samples are to be taken and analyzed by a State-approved laboratory(San Joaquin <br /> County Development Title,Section 9-1115.7). <br /> n.
