Hazardous Materials Sites X Community Development Department Prior to the start of project construction,the developer shall conduct a <br /> erials limited sampling of the surface soil of the project site to determine the <br /> presence of residual pesticides, including but not limited to <br /> organochlorines.The samples shall be analyzed using California Department <br /> of Toxic Substances Control (DTSC) screening levels established for <br /> residential projects in Human Health Risk Assessment (HHRA) Note <br /> Number 3: DTSC-Modlfled Screening Levels, June 2020, or by U.S. <br /> Environmental Protection Agency Regional Screening Levels if screening <br /> levels are not established in HHRA Note Number 3. If no pesticide <br /> contamination is found or does not exceed applicable screening levels,then <br /> no further action need <br /> be taken.If pesticide contamination Is Identified and found to exceed the <br /> applicable screening level,then a Phase II Environmental Site Assessment <br /> shall be conducted for the property/properties on which this contamination <br /> was identified.The Phase II Environmental Site Assessment shall <br /> identify the extent of the contamination and shall recommend measures to <br /> remediate soil contamination to below applicable screening levels.The <br /> developer shall implement these actions prior to the start of construction. <br /> Emergency Response and X Department of Public Works Prior to the start of project construction,the develope r shall prepare and <br /> erials Evacuation Implement a Traffic Control Plan,which shall Include such items as traffic <br /> controlrequirements,resident notification of access closure,and daily <br /> access restoration.The contractorshall specify dates and times of road <br /> closures or restrictions,if any,and shall ensure that adequate access will <br /> be provided for emergency vehicles.The Traffic Control Plan shall be <br /> reviewed and approved by the County Department of Public Works and <br /> shall be coordinated with the County Sheriffs Department and the <br /> Montezuma Fire District if construction will require road <br /> closures or lane restrictions. <br /> Exposure to Noise Exceeding Local X Community Development Department Project contractors shall use newer equipment with Improved muffling and <br /> Standards ensure that all equipment items have Intact and operational the <br /> manufacturers' recommended noise abatement measures, such as <br /> mufflers,engine enclosures,and engine vibration isolators.All construction <br /> equipment shall be Inspected at periodic Intervals to ensure proper <br /> maintenance and presence of noise control devices (e.g., mufflers, <br /> shrouding,etc.).In accordance with the California Air Resources Board's <br /> Regulation for In-Use Off-Road Diesel-Fueled Fleets,Idling of construction <br /> equipment for more than five minutes shall be prohibited unless an activity <br /> Is specifically exempted by the Regulation. <br />
