21 SAN JW `JUIN FARM BUREA T r FEDERATION <br /> MEETING TODAY'S CHALLENGES/PLANNING FOR TOMORROW <br /> April 16,2021 <br /> Kelsey Gunter <br /> San Joaquin County Community Development Department <br /> Development Services Division <br /> 1810 E.Hazelton Avenue <br /> Stockton,CA 95205 <br /> RE:PA-2100031,32(ZR/SU) <br /> Dear Ms.Gunter: <br /> The San Joaquin Farm Bureau Federation is San Joaquin County's oldest agriculture <br /> organization,dedicated to the advancement of agriculture for over 100 years.We are committed <br /> to the protection of the natural resources that our industry depends on,including land.Being that <br /> protecting the prime farmland in our county is one of our highest priority,we oppose this <br /> application to amend the zoning of this parcel.Permanently impairing prime agricultural land for <br /> residential development has lone term economic conseauences and the land can never be <br /> recovered. <br /> In regard to this application,the land has had a long history of agricultural production.The land <br /> is zoned Agriculture Urban Reserve-20-acre minimum(AU-20),Because this application will <br /> reclassify the zoning from agriculture to Low Density Residential(R-L),it is subject to the San <br /> Joaquin County Agricultural Mitigation Ordinance. <br /> Section 9-1080.3(a)(2)provides that the county shall require agricultural mitigation for: <br /> "A Zoning Reclassification that changes the permitted uses from agriculture to a <br /> nonagricultural use, regardless ofthe General Plan designation" <br /> This section is directly applicable to this project because it is a zoning reclassification for a zone <br /> in which the permitted uses are agriculture to an residential zone.Furthermore,this section <br /> speaks to the fact that mitigation is still required even though the Tone is being reclassified to <br /> implement the current General Plan designation of low density residential. <br /> We ask that the applicant furnish the requisite agricultural mitigation under section 9-1080. <br /> Please keep us informed as this project moves forward. <br /> Sincerely, <br /> David Strecker <br /> President <br /> 3290 NORTH AD ART ROAD•(209)931-4931•STOCKTON,CALIFORNIA 95215 <br /> PA-2100031, 32, 61, 62 (ZR, SU) Response Letters 77 <br />
