December 14, 2020 <br />Project No. 20-6235 <br />Page 12 <br />AdvancedGeo <br />An Employee-Owned Company <br />.r.V.,..0N <br />Local soil conditions in the subject property area; <br />The known or inferred groundwater flow direction in the subject property area; <br />The status of the respective regulatory agency-required investigation(s) of the <br />identified site (if any); and <br />Surface and subsurface obstructions and diversions (e.g., buildings, roads, sewer <br />systems, utility service lines, rivers, lakes and ditches located between the <br />identified site and the subject property. <br />Only those sites that are judged to present a potential environmental risk to the subject <br />property and/or warrant additional clarification are further evaluated. Using the <br />referenced criteria and based on a review of readily available information contained <br />within the regulatory database report, AGI did not identify adjacent or nearby sites (e.g. <br />within 1/4 -mile radius) listed on the regulatory database report that were judged to <br />present a potential environmental risk to the subject property. <br />3.4. ADDITIONAL ENVIRONMENTAL AGENCY RECORD SOURCES <br />In addition to the EDR computer search of federal, state and regional regulatory <br />agency databases, AGI contacted appropriate regulatory agencies to review records <br />regarding the property and surrounding sites identified as having recognized <br />environmental conditions that have the potential to impact the subject property based <br />on ground water flow direction, distance from the subject property and nature of the <br />releases causing the environmental condition. <br />Additional agency searches include the following: <br />San Joaquin County Environmental Health Department (SJCEHD) and the <br />Central Valley Regional Water Quality Control Board (Regional Board) maintain <br />records of industrial violations for this area and are the lead agencies for the <br />enforcement of the State Underground Storage Tank and Hazardous Waste Laws <br />for San Joaquin County. AGI requested to review any files that were available. <br />The Regional Board also maintains and online computer database, GeoTracker, <br />that provides listings of closed and active sites related to unauthorized releases <br />of hydrocarbons as well as solvents, metals, and other materials. For listed sites, <br />online reports are commonly available. AGI reviewed the GeoTracker database <br />for information that may be available for the subject property or surrounding sites. <br />The California Department of Toxic Substances Control (DTSC) is the State of <br />California agency responsible for oversight of hazardous waste regulations, <br />cleanup of existing contamination, pollution prevention and reduction in <br />hazardous waste and toxic materials and identification of potential new pollutants. <br />The DTSC maintains the EnviroStor Data Management System (ENVIROSTOR) <br />which allows for the search for information on investigation, cleanup, permitting <br />and/or corrective actions that are planned, being conducted or have been <br />completed under DTSC oversight. AGI reviewed the ENVIROSTOR database for <br />any information that may be available. <br />The United States Environmental Protection Agency (USEPA) provides an online <br />computer database, ENVIROFACTS, providing lists of sites listed on multiple <br />USEPA databases. AGI reviewed the ENVIROFACTS database for any <br />information that may be available. <br />San Joaquin Valley Air Pollution Control District SJVAPCD) — The SJVAPCD is <br />the local air district for San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, <br />Tulare, and Kern Counties. AGI requested to review any files that were available.
