I. INTRODUCTION <br />This report contains the findings of the Soil Suitability and Nitrate Loading Studies completed for <br />the proposed project. As a result of these findings, design parameters for the Onsite Wastewater <br />Treatment System (OWTS) are also included in this report, for the subject property owned by Mr. <br />Mo Abar. These studies were required by the San Joaquin County Environmental Health <br />Department (EHD) and comply with the San Joaquin County Development Title, specifically <br />Section 9-1105.2(d). Mr. Abar and Mr. Sayed Hashimi have provided the preliminary information <br />to complete these Studies. <br />Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br />applicable Paragraph or Paragraphs, or Appendices that correspond with the EHD Requirements <br />Checklist. Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability <br />Study Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable <br />for the Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to <br />other sections of the Checklists. <br />NLS§ 2.3. Mr. Abar's properties consist of four Parcels, each to be developed into single family <br />residential Parcels, and each to contain an accessory unit (second unit) dwelling. The four Parcels <br />are located on the east side of the terminal end of San Jose Road, as illustrated on the APN map in <br />Appendix A. The subject Parcel for this Report is the third southernmost Parcel from the San Jose <br />and Bethany Roads intersection. <br />The two southernmost Parcels currently have two elevated building pads on each Parcel that have <br />been constructed so that structures to be built will be above the flood plain. One elevated pad on <br />each Parcel will be considered the primary residence and the second building pad will be regarded <br />as the accessory unit dwelling for that Parcel. <br />Since the City of Tracy sewer will not expand to this area for decades, if ever, this proposed <br />development must operate with an onsite wastewater treatment system, commonly referred to as a <br />septic system. For reasons discussed in this report, the OWTS must operate as a "mound system" <br />for the disposal of domestic wastewater effluent. Domestic water for the subject Parcel will be <br />exclusively supplied by an on-site well, which has been drilled, cased and developed, but there is <br />no electrical service for operation. The well is located 710 ft south of the San Jose and Bethany <br />Roads intersection and 45 ft east of the edge of pavement of San Jose Road. <br />SSS§ 1.2. The Google aerial photo illustrates completion of the building pads for the <br />southernmost Parcel and partial completion of the building pads for the subject Parcel. The total <br />area of the subject Parcel is 2.65 acres. <br />The following paragraphs summarize the purpose and findings of these Studies to fulfill the <br />requirements of the EHD.
