2. Marketing events must end by 10:00 p.m. (Development Title Section 9-1075.9[j]) <br /> d. CAPITAL FACILITY FEE:This project maybe subject to the Capital Facility Fee. If the Capital Facility <br /> Fee is applicable, the County shall collect the fees before the issuance of any building permits. <br /> (Development Title Section 9-1245.2) <br /> e. PARKING: Off-street parking shall be provided and comply with the following: <br /> 1. All driveways and maneuvering areas shall be surfaced and permanently maintained with <br /> asphalt concrete or Portland cement to provide a durable, dust free surface. Bumper guards <br /> shall be provided when necessary to protect adjacent structures or properties. (Development <br /> Title Section 9-1015.5[e]) <br /> 2. A minimum of 105 parking spaces shall be required. (Development Title Section 9-1015.9) <br /> 3. One bicycle parking rack or storage device is required for every 20 parking spaces. <br /> (Development Title Section 9-1015.7) <br /> f. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site <br /> Plan: <br /> 1. Access driveways shall have a width of no less than 25 feet for two-way aisles and 16 feet for one- <br /> way aisles, except that in no case shall driveways designated as fire department access be less <br /> than 20 feet wide. (Development Title Section 9-1015.5[h][1]) <br /> g. LIGHTING: Lighting shall be provided and comply with the following: <br /> 1. If the parking area is to be used at night, parking lot lighting shall be installed. (Development Title <br /> Section 9-1015.5[g]) <br /> 2. Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property lines shall be permitted except onto public thoroughfares, provided, however, that such <br /> light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) <br /> h. LANDSCAPING: Landscaping shall be provided and comply with the following: <br /> 1. A minimum 10 foot wide landscaped strip, respecting the ultimate right-of-way width of Jahant <br /> Road and Lower Sacramento Road, shall be installed across the frontage of the project site. The <br /> strip shall be continuous except where crossed by driveways and walkways. (Development Title <br /> Section 9-1020.7) <br /> 2. Areas of the property which are not part of the project shall be barricaded from traffic and kept <br /> mowed and dust free. <br /> 3. The parking areas shall be landscaped as specified in Section 9-1020.5 of the Development <br /> Title. The parking areas shall be provided with a minimum of 5% of landscaping within the <br /> perimeter of the parking areas, not including landscaping along the street frontage. Fourteen <br /> trees shall be planted, evenly spaced throughout the parking lots, and may be phased based <br /> upon the requirement of 1 tree for every 5 parking spaces. <br /> i. SCREENING: All storage materials and related activities, including storage areas for trash, shall <br /> be screened so as not to be visible from adjacent properties and public rights-of-way. Screening <br /> shall be 6 to 7 feet in height. Outside storage is not permitted in front yards, street side yards, or in <br /> front of main buildings.
