San Joaquin Valley <br />Unified Air Pollution Control District <br />January 4, 1996 <br />Mr. Tom Lutterman <br />Smith Environmental Technologies Corporation <br />1260 Graphics Drive <br />Modesto, CA 95351-1502 <br />SUBJECT: Application for Authorization of Uncontrolled Soil Aeration Project for Ms. <br />Donna Gardner, 26056 Thornton Road, Thornton, California <br />Dear Mr. Lutterman: <br />The District has received your request to aerate contaminated soil at the site indicated above. <br />Based on the laboratory results submitted, the proposed soil aeration .project meets the <br />requirements of District Rule 4651. Your application has been approved subject to the <br />following conditions: <br />1. No more than 120 cubic yards per day of contaminated soil shall be added to <br />active aeration piles. This amount is based on Table 1 from Rule 4651 and the <br />composite ppmv concentration of the soil. <br />2. The excavated soil must be covered except when adding or removing soil to the <br />aeration pile. <br />3. A log of the daily quantity of soil aerated shall be kept on the premises at all <br />times, and shall be forwarded to the District no iater than 15 days following the <br />completion of the project. <br />4.
