Well Destruction Work Plan <br />FORMER APACHE PLASTICS <br />2050 Fremont Street, Stockton, California <br />1.0. INTRODUCTION <br />At the request of Mr. Bill Stoermer of Fremont Plaza Investments, AdvancedGeo, Inc. <br />(AGI) has prepared this Well Destruction Work Plan (Work Plan) for the destruction of a <br />total of three (3) groundwater monitoring and remediation wells at 2050 East Fremont <br />Street, Stockton, California (site). The groundwater monitoring wells, and remediation <br />wells are single-completed with 2-inch diameter well casings in 8-inch diameter <br />boreholes. The site and the surrounding area are illustrated in Figure 1. Structures, soil <br />borings and well locations are illustrated in Figure 2. Well construction details are <br />summarized in Table 1. <br />This Work Plan provides procedures for the destruction of all groundwater monitoring and <br />remediation wells that will interfere with construction activities at the site. All wells will be <br />destroyed by over-drilling methods and in accordance with San Joaquin County Well <br />Standards. This Work Plan was developed in preparation for construction activities at the <br />site in accordance with Central Valley Regional Water Quality Control Board <br />(CVRWQCB) letter dated 25 September 2020 (Appendix A). <br />2.0. PROCEDURES <br />As required, a health and safety plan will be prepared in accordance with Occupational <br />Safety and Health Guidance Manual for Hazardous Waste Site Activities (National <br />Institute for Occupational Safety and Health Administration, U.S. Coast Guard and U.S. <br />Environmental Protection Agency, 1985). Prior to drilling activities, each proposed drilling <br />location will be clearly marked, and utility clearance obtained through Underground <br />Service Alert. Well abandonment/destruction permits will be obtained from the San <br />Joaquin County Environmental Health Department (EHD); additionally, the EHD will be <br />notified a minimum of 48-hours prior to commencement of well destruction activities. <br />Prior to well destruction activities, all wells will be checked for total depth and well integrity <br />using a Solinst water level meter. Any obstructions found in the wells will be removed. <br />AGI proposes to destroy wells MW-23, IW-1, and IW-2 by over-drilling. The wells will be <br />drilled-out to the total depth of the wells utilizing a hollow-stem auger drill rig equipped <br />with 8.25-inch diameter augers. All original well construction materials will be removed <br />(including well casing, screen, filter pack, and annular seal) by the drill rig to ensure that <br />no residual contamination is sealed within the abandoned borehole and a vertical conduit <br />does not remain. The borings will be completely backfilled to surface grade with a cement <br />grout mixture (Portland type II) and finished at the surface with native soil or concrete to <br />match the existing surface. The grout mixture will consist of a ratio of not more than six <br />gallons of water for every 94-pound sack of Portland type II cement. The drill rig hollow
