SAN4JOAQUIN /4. <br />l'ai1L, —COUNTY- <br />41Ser, Sls,,,,,osy Greatness grows here. <br />Environmental Health Department <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PG&E Date: Oct 22, 2020 <br />RP Mailing Address: PO BOX 7640 Record ID#: C00052853 <br />SAN FRANCISCO, CA 94120- Program Element: 2500 <br />Spill Location: 2121 N ZUCKERMAN RD, STOCKTON EMERGENCY RESPONSE <br /> <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />Approximately 40 gallons of hydraulic fluid was released from a pipeline that was under construction. <br />OBSERVATIONS: <br />The hydraulic fluid escaped the open pipeline and was released into two cellars and a 2x3 foot box (containing piping) with a <br />dirt floor. The cellars do not have a dirt floor and the oil is going to be pumped out. No storm drains or waterways were <br />affected by the incident. PG&E hired PSC to conduct the cleanup. They are going to pump the cellars and assess if a USA <br />dig ticket needs to be taken out on the box. After that, PSC will then clean the contaminated soil. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately. <br />" Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Submit final disposal records and any waste analysis results to the EHD. <br />Other Correction <br /> <br />COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br />rate.
