Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: COO4KEJWY Site Location: 833 E 8TH ST <br />Activity Summary <br />Activity Date Recorded by <br />10/11/2020 10:42 AM - 12:12 PM: Received the following complaint from SJC General FLORIDO <br />Hospital: Union Pacific Railroad (UPRR) has reported a release of an unknown <br />type of oil at 833 E. 8th St. in Stockton. <br />Received Cal OES spill report #20-5675 reporting the following: 2.5 cups of an <br />unknown type of oil released at 833 E 8th St, Stockton Railyard, due to material <br />abandoned on railroad property. Material was inside eight containers and one is <br />leaking onto a rail tie and soil. No train involved. Occurred in a rail yard near the <br />car shop. Nearest crossing is unknown. Unknown who is handling the containment <br />and clean up. <br />Called UPRR dispatch and was transferred to Paul Holt, UPRR Haz Mat Manager. <br />According to Paul, American Integrated Services (AIS) is en route to conduct the <br />clean-up, and the containers may have been abandoned by a mechanic. Paul <br />provided photos of the incident area, which show eight 5-gallon buckets, a majority <br />of which are labeled as hydraulic oil and one which is labeled as heavy duty <br />concentrate cleaner/degreaser, and a —5 quart jug labeled as SAE DW-20 Motor <br />Oil. The heavy duty degreaser container, the motor oil jug, and a hydraulic fluid <br />bucket are sitting on a single rail tie, and one of these containers appears to be <br />seeping onto the rail tie and onto soil. The other six containers are sitting directly <br />on the soil and adjacent to the rail tie. Paul states the abandoned containers and <br />spill clean-up debris will be placed in labeled drums on-site pending analytical. <br />Paul to provide photos of the final clean-up and waste drums generated, a copy of <br />the waste analytical, and a hazardous waste determination for all waste generated <br />Generated complaint and Notice To Abate. Emailed Notice To Abate to Paul Holt <br />(pholt@up.com), and CC'd Elena Manzo, Ld Sr REHS. <br />Paul informed me that AIS arrived on-site to conduct clean up at 1pm. <br />Received an email at 2:20pm from Paul with photos of the clean-up and waste <br />drums generated. Paul states AIS completed the clean-up and generated one 55 <br />gal. drum of oily buckets, PPE, sorbents, and rags, and one 55 gal. drum of four <br />5-gallon used oil containers. Paul states once the waste is determined to be <br />hazardous or non-hazardous, UPRR will provide the final manifest and analytical <br />to support if the wast is non-haz. <br />Called Carl Sanchez of AIS, who conducted the clean-up. According to Carl, the <br />spilled oil only impacted the rail tie and did not impact the soil. Carl states that the <br />rail tie was cleaned using a biodegradable cleaner and rags. <br />10/12/2020 Completed 10/11/20 narrative and submitted overtime information. Emailed Paul Holt asking him to provide the the waste FLORIDO <br />analytical and disposal record. Generated Emergency Response Record form and <br />site map. <br />11/16/2020 Reviewed narrative and organized complaint documentation according to new FLORIDO <br />complaint abatement procedures. <br />11/17/2020 Received an email from Paul Holt of UPRR, and Wyatt Murray of Waste Services, FLORIDO <br />stating they are still waiting on a waste profile approval to Crosby & Overton for the <br />used oil (Non-RCRA regulated, waste code 221) and are waiting on fish bio-assay <br />results to confirm non-haz classification for the oily solids. <br />5105 rpt <br /> Page 2 of 3
