Stated that an approximately GAITAN <br />50-gallon diesel released from a damaged saddle tank from a semi-truck. Located <br />in eastbound 1-205 near exit 8 (Tracy Blvd.). Contacted complainant, Michelle <br />Cortes from custard insurance adjusters. <br />Stated that Patriot Environmental was already on site performing clean up. She <br />confirmed that Werner Enterprises was the responsible party. She gave me the <br />contact information from Christine Bax. <br />Contacted Juan Armendarez, District Hazmat Manager for Caltrans. Asked if he <br />had been notified regarding the spill. He stated that he had not. Forward the spill <br />report to Juan's email. He stated that he would send someone to meet me out at <br />the spill site. <br />Met with Esther Herschbach, Supervisor for Caltrans and Ash from Patriot <br />Environmental. Ash sent me photos of the spill area prior to clean-up beginning. <br />Observed the following: <br />-Spill area stretched along the side of the interstate approximately 75 feet and <br />accumulating in the soil creating an additional spill area approximately 6 by 5 feet. <br />Ash stated that he would be placing absorbent on asphalt impacted with diesel <br />and would be shoveling the dies' impacted soil. Five 55-gallon containers with soil <br />contaminated with diesel were generated by the time I arrived. Ash stated that he <br />expects two more 55-gallon containers to be used. Contacted Muniappa Naidu <br />'Program Coordinator' notified him about the complaint. Received call from Garrett <br />Backus 'Lead Senior RENS' and discussed complaint. <br />Jesus Zuniga, Hazmat coordinator for Caltrans arrived. He stated that a portion of <br />1-205 would have to be re-paved. He stated that Caltrans and Patriot <br />Environmental will have to be schedule a date for re-pavement; he expected <br />re-pavement to occur next week. <br />Received call from Juan, stated that there was another spill off highway-99. <br />Contacted Garrett and discussed other spill. Based on discussion it was <br />determined that I would leave this site and attend the other spill site in Stockton. <br />Requested if Jesus and Ash can send me photos of manifest for waste removal <br />and clean up photos. They both stated that they would. <br />08/14/2020 Haza Saeed 'Lead Senior RENS' notified me that state water board wanted to <br />discuss the complaint. <br />Contacted Isabella Bencomo, from the state water board.
