LLNL Emergency Management Plan(EPlan) <br /> Rev 26 <br /> January 2021 <br /> 10 EMERGENCY PUBLIC INFORMATION <br /> The Laboratory's PAO is responsible for providing timely and accurate information to the <br /> community, news media and Laboratory workforce during and following an Operational <br /> Emergency at LLNL. During an emergency event, the PAO will act as the single point-of-contact <br /> for the news media, and as a principal source of information for Laboratory employees and <br /> community officials. The PAO is responsible for maintaining the following systems and utilizing <br /> them during an event for providing information to employees and/or public: Emergency <br /> Information Line (925-424-LLNL), a recorded message system accessible to telephones both <br /> internal and external to LLNL, and the Emergency Communication page on LLNL's external <br /> public website. In addition, the EVA and AtHoc notification systems are available for use by <br /> PAO. <br /> When appropriate during an emergency, the EMDO/LEDO will activate the Laboratory's EOC. <br /> When the EOC is activated and operational, the PAO Director or designee will serve as the PIM <br /> on the Emergency Management Team in the EOC. Information developed for release to the <br /> public will be reviewed and approved by the PIM and the ED, with approval by/coordination <br /> with the NNSA/LFO Emergency Manager or designee in the EOC. Public information releases <br /> also require a Derivative Classifier review if the Emergency Management Team determines that <br /> the subject matter may involve sensitive or classified information. <br /> The Director of Public Affairs at LLNL is responsible for preparation and maintenance of an <br /> Emergency Public Information Plan for LLNL. This plan defines the handling of emergency <br /> public information requirements associated with responses to accidents or incidents involving <br /> LLNL. It is revised for significant changes or at three-year intervals if no significant changes. <br /> The Emergency Public Information Plan is considered part of the LLNL Emergency <br /> Management System, and is issued by the LLNL PAO with review and concurrence by the EPO <br /> Manager. <br /> Per the Emergency Public Information Plan, news media will be informed of an Operational <br /> Emergency within one hour of event categorization should events require this action. An initial, <br /> pre-approved news release or statement may be orally disseminated to local news media <br /> organizations or distributed via social media. A written copy of such an initial oral news release <br /> will be issued to news media upon activation and operation of the EOC. <br /> The PIM will maintain contact with the emergency public information organization at <br /> DOE/NNSA and with LLNS, LLC. <br /> 91 <br />
