LLNL Emergency Management Plan(EPlan) <br /> Rev 26 <br /> January 2021 <br /> 1 INTRODUCTION <br /> 1.1 Purpose <br /> The DOE through DOE Order 15 1.1 D requires that DOE sites develop and participate in an <br /> integrated and comprehensive All-Hazards Emergency Management System to ensure that: <br /> • it can respond effectively and efficiently to all emergencies and can provide emergency <br /> assistance so that appropriate response measures are taken to protect the worker, the <br /> public, and the environment; <br /> • emergencies are recognized, categorized and, as necessary, classified promptly, and <br /> parameters associated with the emergency are monitored to detect changed and degraded <br /> conditions; <br /> • emergencies are reported, and notifications are made in a timely manner; <br /> • reentry activities are properly and safely accomplished in accordance with approved <br /> guidance, and recovery and post-emergency activities commence in a timely and efficient <br /> manner; and <br /> • is formally document in an Emergency Management Plan approved by the local Field <br /> Element Manager. <br /> This Emergency Plan documents the comprehensive emergency management program, including <br /> response to Operational Emergencies, at LLNL. This Emergency Plan is prepared and structured <br /> in accordance with the DOE programmatic guidance for a standard format and content of <br /> DOE/National Nuclear Security Administration (NNSA) emergency plans. This Emergency Plan <br /> addresses the contractor applicable requirements of DOE Order 151.1D and provides an <br /> overview of the roles, responsibilities, and lines of authority for the ERO. This Emergency Plan <br /> also describes the interfaces and coordination with offsite agencies that provide community <br /> awareness and protection through notifications,protective action recommendations, and mutual <br /> aid. <br /> The concepts outlined in this Emergency Plan provide for the protection of workers, responders, <br /> the public, the environment, and national assets. Detailed processes for implementing the <br /> concepts described in this Emergency Plan are described in specific plans and procedures <br /> prepared by the Emergency Management Department(EMD). These implementing documents <br /> describe the ERO, including all aspects of emergency planning, preparedness, response, <br /> recovery, and readiness assurance. <br /> LLNL uses the California Standardized Emergency Management System (SEMS) to manage <br /> response to emergencies. SEMS was established in 1992 in the California Code of Regulations, <br /> Title 19, Division 2. The use of SEMS standardizes throughout the State the response to <br /> emergencies involving multiple jurisdictions or multiple agencies. SEMS is intended to be <br /> 3 <br />
