LLNL Emergency Management Plan(EPlan) Rev 26 January 2021 Management Hazardous Materials Program, if hazardous materials pose a major threat to the health and safety of workers and the public. The All-Hazards Survey and Emergency Planning Hazards Assessments (EPHAs), if required, are the technical planning basis for the site's emergency management program. Although the elements comprising both the LLNL Emergency Management Core Program and the LLNL Emergency Management Hazardous Materials Program are described throughout this Emergency Plan, the scope and purposes of each are presented below. 1.3.2.1 Emergency Management Core Program Each DOE facility/site is required to establish an Emergency Management Core Program that provides the framework for response to serious or severe events that involve the health and safety of workers, the public, the environment, and safeguards and security. These events or conditions are not unique to DOE/NNSA operations. The specific requirements that constitute the LLNL Emergency Management Core Program are the all-hazards emergency planning and preparedness aspects of DOE Order 151.1D, as well as applicable laws, regulations, and ordinances. The objective of the Emergency Management Core Program is to achieve an effective integration of emergency planning and preparedness requirements into an emergency management program that provides capabilities for comprehensive emergency management through communication, coordination, and an efficient and effective use of resources. The LLNL All-Hazards Survey, based on an examination of the features and characteristics of all LLNL facilities, identifies the generic types of emergency events and conditions and their potential impacts, as well as key components of the Emergency Management Core Program. For facilities involved in producing, processing, handling, storing, or transporting hazardous materials that have the potential to pose a serious threat to workers, the public, or the environment,the All-Hazards Survey provides a hazardous material screening process for determining whether further analysis of the hazardous materials in an EPHA is required. The thresholds at which further analysis is required are discussed in Section 1.3.2.2, "Emergency Management Hazardous Materials Program."All areas and facilities not identified during this process to be part of the Emergency Management Hazardous Materials Program are by default covered by the Emergency Management Core Program. The required elements of the Emergency Management Core Program at LLNL are represented and described in documents,plans, and procedures developed and maintained by individual disciplines of the ERO. Response elements are also described in the LLNL Emergency Response Capability Baseline Needs Assessment prepared by the LLNL Fire Marshal and reviewed by the LLNL Department Head of EMD. This Emergency Plan and associated plans/procedures cover the elements of the LLNL Emergency Management Core Program administration. 7
