LLNL Emergency Management Plan(EPlan) <br /> Rev 26 <br /> January 2021 <br /> The EPO Readiness Assurance Specialist is responsible for assessment coordination, <br /> commitment tracking and coordination, internal assessment, and the ERAP. Additional <br /> responsibilities include maintaining, reviewing, and updating this Emergency Plan and <br /> associated plans/procedures. <br /> The EPO Training Specialist is responsible for ERO training and training records coordination. <br /> The EPO Drills and Exercise Program Manager is responsible for ERO drill/exercise <br /> development and execution, drill/exercise conduct, drill/exercise records, and drill/exercise <br /> corrective action coordination with the Readiness Assurance Specialist. <br /> The EPO Manager maintains the LLNL Disaster Response Plan, including development and <br /> updates of applicable training and resources. This includes providing guidance and assistance to <br /> Laboratory staff with evacuation and shelter-in-place plan development, personnel training, and <br /> coordination of LLNL resources. <br /> The EPO Consequence Assessment(CQT) Analyst utilizes hazards surveys to conduct <br /> assessments. <br /> The EPO Offsite Liaison is responsible for interface and coordination between LLNL and local, <br /> county, State, and Federal offsite agencies in the area of emergency planning, preparedness and <br /> response. <br /> The Fire and Building Safety Division Leader, reporting to the Department Head of EMD, is <br /> responsible for administering the contract with the ACFD for providing fire alarm monitoring <br /> and professional emergency response (fire, hazardous material, emergency medical) services at <br /> LLNL, as well as for providing fire protection engineering, building code compliance, and <br /> general fire protection and inspection services at LLNL. The Division Leader is the Technical <br /> Representative for the contract with ACFD at LLNL. The Division Leader also oversees the <br /> LLNL CERT program. <br /> The EMD Subject Matter Expert(SME)reports to the Department Head of EMD, and assists <br /> him/her and the EPO Manager in meeting institutional and regulatory requirements associated <br /> with development, management, implementation, and maintenance of LLNL's comprehensive <br /> emergency management system. The SME also provides the EPO Manager with ongoing <br /> oversight assessment of LLNL's comprehensive emergency management system, having a focus <br /> on the effective integration of the various emergency management program elements and <br /> response organizations (e.g., ES&H Teams, Fire Department, Protective Forces, etc.). The EMD <br /> SME also serves as the alternate Emergency Management Functional Area Manager. <br /> 25 <br />
