LLNL Emergency Management Plan(EPlan) <br /> Rev 26 <br /> January 2021 <br /> 2.3 Emergency Management Operations and Personnel <br /> The LLNL ERO is divided into two categories: Field-Level First Responder and Emergency <br /> Management through the EOC. Non-uniformed ERO staff are annually issued identification <br /> cards by the EMD. These cards are signed by the Department Head of EMD and authorize access <br /> to LLNL emergency operations and support facilities (i.e., EOC, DOCs). <br /> 2.3.1 Field Emergency Response Organization <br /> The field ERO is called out to respond and mitigate the emergency situation. The ERO operates <br /> under the ICS, and is operational within minutes of activation. <br /> To ensure an acceptable level of emergency response capability, the size and configuration of the <br /> field ERO is maintained to provide an overall response capability that includes the application of <br /> the necessary level of resources to mitigate consequences to workers, the public, the <br /> environment, national security and to initiate recovery from an Operational Emergency. <br /> The field ERO consists of personnel from the Fire Department(Fire, HazMat, Emergency <br /> Medical Services), the ES&H Teams and the Security Organization. During normal working <br /> hours or for major off-hour incidents, an individual from EMD will respond to the incident <br /> command post to serve as an On-Scene Communicator of critical information between the IC <br /> and key elements of the LLNL emergency organization. <br /> 2.3.1.1 Alameda County Fire Department <br /> The onsite Fire Department has primary responsibility for providing the LLNL and Sandia <br /> National Laboratories/California with emergency response services for fire, technical rescue, <br /> hazardous materials, and emergency medical incidents. The onsite Fire Department is <br /> administratively a part of the EMD and is operated and staffed by ACFD under contract to <br /> LLNS. Two full-time stations are staffed by the ACFD at LLNL with firefighters at Site 200 <br /> (Station 20) and at Site 300 (Station 21). A Battalion Chief is on duty for all LLNL emergencies, <br /> and resides at Station 20. <br /> The ACFD also operates the ACRECC. Located at LLNL, the center also coordinates mutual aid <br /> request for Alameda County. <br /> The contract with ACFD for emergency response services at LLNL is administered and <br /> monitored by EMD's Fire and Building Safety Division Leader, who serves as the LLNS <br /> Technical Representative for the contract. <br /> See Sections 4.1.4 and 4.1.6 for a description on the ACFD equipment and ACRECC operations <br /> at LLNL. <br /> 32 <br />
