LLNL Emergency Management Plan(EPlan) <br /> Rev 26 <br /> January 2021 <br /> 2.3.2.1 Emergency Management Team <br /> The Emergency Management Team includes four positions,plus several additional personnel <br /> who assist management, as described below. <br /> The Emergency Management Team consists of the following positions: <br /> • ED—Always filled by the on-duty LEDO unless replaced due to succession issues. <br /> • Liaison Officer—Filled by back-up LEDO. <br /> • EMC—Filled by a senior member of the LLNL EMD. <br /> • PIM—Filled by LLNL Director of Public Affairs or designee. <br /> Other positions supporting the Emergency Management Team are: <br /> • NNSA/LFO Emergency Manager—Federal oversight, serving on behalf of the Field <br /> Element Manager. <br /> • Newswriter—Located in Public Affairs Office (PAO) or EOC, but directly reports to the <br /> PIM. <br /> • EOC Coordinators—One covers P&I/Operations/Logistics/Finance and Administration <br /> Sections; and one is roving as needed. All report to the EMC. <br /> 2.3.2.2 Operations Section <br /> This section is managed by the Operations Chief <br /> Positions reporting to the Operations Chief are the Security Lead, ES&H Lead, Facilities Lead, <br /> EOC On-Scene Communicator, Operations Chief Aide, and the Volunteer Emergency Radio <br /> Group (VERG) Specialist. In a disaster, the Fire Disaster Dispatcher reports to the Operations <br /> Chief. <br /> 2.3.2.3 Planning and Intelligence Section <br /> This section is managed by the P&I Chief. <br /> Positions reporting to the P&I Chief are the Accountability/Advance Planning Lead and <br /> Accountability Disaster Call Center(if established), Information Lead, Information Specialist, <br /> Significant Events Specialist, Communication Specialist, CQT Lead and Modeler, and Mapping <br /> Specialist. As necessary, ES&H technical support(radiation protection, industrial hygiene, <br /> biosafety, environmental protection) is provided through this section by SMEs from the ES&H <br /> Directorate. <br /> 2.3.2.4 Administration,Logistics, and Finance Section <br /> This section is managed by the Administration, Logistics, & Finance Chief. <br /> Specialist staff that may be contacted to support Logistics include Information Technology, <br /> Resource/Supplies, Care/Shelter, and Transportation personnel. <br /> Specialist staff that may be contacted to support Finance and Administration include Cost and <br /> Budget, Procurement, Human Resources, Compensation and Claims, and Legal personnel. <br /> 37 <br />
