LLNL Emergency Management Plan(EPlan) <br /> Rev 26 <br /> January 2021 <br /> The County operates its EOC in coordination with these organizational response levels: field <br /> response, local government, operational area, regional, and State. The County EOC operates <br /> according to SEMS, including the primary SEMS functions of Command/Management, <br /> Operations, Planning/Intelligence/Logistics, and Finance/Administration. <br /> If the emergency situation requires that the general public be warned, the emergency public <br /> information is issued by the cognizant local agency, such as the City of Livermore or Tracy, <br /> County of Alameda or San Joaquin, depending upon the area impacted by the incident. <br /> 3.5.2 Alameda County Sheriff's Office <br /> Upon request, the ACSO responds with personnel and equipment, including a special response <br /> unit when warranted, to support the Security Organization. Support activities are coordinated by <br /> the Security Organization representative in the TOC and may include assistance in responding to <br /> security threats and assistance in evacuating the site. The emergency response agreement <br /> between the ACSO and LLNL covers assistance calls and assistance requests under the State <br /> Region II Mutual Aid Law Enforcement Plan. <br /> 3.5.3 San Joaquin County Office of Emergency Services <br /> San Joaquin County Office of Emergency Services serves in the same capacity for Site 300 as <br /> the ACSO's Office of Homeland Security and Emergency Services serves for Site 200. <br /> 3.5.4 San Joaquin County Sheriff's Department <br /> Upon request, the San Joaquin County Sheriff's Department responds with personnel and <br /> equipment to support a LLNL Site 300 emergency or an immediate officer rescue or backup. The <br /> emergency response agreement between the San Joaquin County Sheriff's Department, LLNL, <br /> and Site 300 managers covers assistance calls and assistance requests under the State Region II <br /> Mutual Aid Law Enforcement Plan. <br /> 3.5.5 Alameda County Agreement for Mutual Fire Assistance <br /> LLNL is a signatory to the Alameda County Mutual Aid Plan for mutual fire assistance. This <br /> agreement confirms that,upon request, the associated fire services will respond with personnel <br /> and equipment to support LLNL emergencies. These agencies, in responding to an emergency <br /> request for assistance, render support to the ACFD. <br /> 3.5.6 Livermore City Manager's Office-Emergency Manager <br /> The California Emergency Services Act requires the City of Livermore to manage and <br /> coordinate the overall emergency response and recovery activities within its jurisdiction. The <br /> Livermore City Council provides overall policy direction and appoints a City Manager who is <br /> responsible for implementing adopted City policies. The City Manager's Office is responsible <br /> for the operational activities of all City departments including emergency management and <br /> disaster preparedness. The City of Livermore's EOC, which is co-located with the City's Civic <br /> Center Meeting Hall, is the operational hub for coordinating City response and recovery to <br /> 52 <br />
