LLNL Emergency Management Plan(EPlan) <br /> Rev 26 <br /> January 2021 <br /> directly at the junction of the west-east increments. In 2016, a new Seismic Safety Engineering <br /> Study was performed by an external independent engineering firm. Numerous structural and <br /> construction seismic deficiencies were identified by the evaluation. <br /> Due to the presence of the EOC, the space within the facility housing the EOC is identified as an <br /> Essential Facility. This space has been upgraded with positive air pressure ventilation. Essential <br /> emergency electrical components in the EOC space can be supplied with emergency power by a <br /> dedicated and separate back-up diesel generator located outside the facility. <br /> DOE HQ has approved a DOE-funded line item acquisition project to relocate the EOC from its <br /> current seismically deficient location into a permanent facility meeting California building code <br /> seismic structural design requirements for an Essential Facility. This new facility is anticipated to <br /> house the EOC and EPO staff, and consolidate life-safety, facility industrial alarms monitoring, <br /> and dispatching and communication with LLNL emergency response units. DOE HQ approved <br /> LLNL's execution plan for the Design-Build project in Fiscal Year(FY) 2019. Congressional <br /> budget line item funding for architectural engineering and design was included in the FY 2020 <br /> Federal budget and full funding for construction in the FY 2021 Federal budget for NNSA. <br /> Construction of the EOC began in October 2020 and project completion is scheduled for FY <br /> 2022. <br /> 4.1.2 Alternate Emergency Operations Center <br /> If habitability or accessibility issues preclude use of the EOC at Site 200, the EOC location will <br /> move to the LLNS corporate office in downtown Livermore. This office has been specifically <br /> outfitted with communications equipment to support functioning as an alternate location for the <br /> LLNL EOC. Per requirements, this location for the alternate EOC falls outside of the one-mile <br /> EPZ. <br /> 4.1.3 Department Operations Centers <br /> The Laboratory uses DOCs as technical support centers. These centers are located throughout <br /> LLNL within organizations that may be called upon by the ED to ensure an adequate level of <br /> support for the onsite response and recovery activities. These organizations may include the <br /> PAO, the Security Organization (TOC), and Site 300. Each DOC maintains the communications <br /> and information management capabilities that are necessary to enable connectivity with the <br /> EOC. The physical configuration of individual DOCs is the responsibility of each organization <br /> but includes, at a minimum,telephone, fax, COPS connectivity, and VERG support. <br /> Site 300 has the capability to operate independently using their DOC in the event of an incident <br /> primarily affecting that site. The Site 300 DOC may be activated at the request of the on-scene <br /> IC, the Site 300 manager, or the on-duty LEDO. In the event of Site 300 DOC activation, the <br /> Site 200 EOC may also be activated at the discretion of the LEDO, should the emergency <br /> warrant notifications or additional emergency resources from the Livermore site. <br /> 57 <br />
