LLNL Emergency Management Plan(EPlan) <br /> Rev 26 <br /> January 2021 <br /> The Fire Dispatch activates the LLNL Emergency Voice Alarm(EVA) system, which is the <br /> primary means of notification to employees at LLNL during emergencies. <br /> The Fire Dispatch handles over 300,000 fire and medical emergency assistance calls each year <br /> from residents of the county and several cities within the county. <br /> If a major regional event such as an earthquake occurs that overwhelms ACRECC's dispatching <br /> capabilities, responsibility for dispatching ACFD units stationed at LLNL will be transferred <br /> directly to LLNS per ACFD policy. EMD's Fire and Building Safety Division in accordance with <br /> the LLNL Disaster Response Plan will initially assume from ACRECC the Fire Dispatch <br /> responsibilities to monitor onsite alarms and dispatch ACFD units from ACFD Stations #20 and <br /> #21 to onsite incidents. Once the EOC is operational, this function will be managed by Fire <br /> Disaster Dispatch under the cognizance of the EOC Operations Section. <br /> Services provided by ACRECC at LLNL include: <br /> • Full emergency fire and Emergency Medical Services dispatch services for the ACFD <br /> (including stations covering LLNL, Sandia National Laboratories/California, and <br /> Lawrence Berkeley National Laboratory), the LPFD, the cities of Alameda and Fremont, <br /> and Camp Parks Reserve Force Training Area. <br /> • Dispatch of ambulances providing services to the Alameda County Emergency Medical <br /> Services District including emergency medical dispatch pre-arrival instructions for all <br /> agencies covered by the Emergency Medical Services District. <br /> • Radio interoperability between ground/air ambulances and hospital emergency rooms in <br /> Alameda County. <br /> • Fire and rescue mutual aid resource coordination and tracking for all of Alameda County. <br /> • Alameda County-wide fire department equipment status and location tracking through <br /> Computer Aided Dispatch. <br /> • Fire alarm monitoring and testing for LLNL and the Lawrence Berkeley National <br /> Laboratory. <br /> • Dispatch and tracking of LLNL hot work permits, fire alarm and fire suppression <br /> shutdowns. <br /> • Hospital coordination for multi-casualty incidents and hospital diversions within the <br /> County of Alameda. <br /> • Call-outs for Alameda County Emergency Medical Services, Alameda County Public <br /> Health and Alameda County Environmental Health for all of Alameda County. <br /> 60 <br />
