Box 1810 <br /> Stockton, CA <br /> REVIEW OF ADJUSTMENT OF EVALUATION MONITORING PLAN AT CORRAL HOLLOW <br /> SANITARY LANDFILL, SAN JOAQUIN COUNTY <br /> The Regional Water Quality Control Board (Regional Water Board) staff has reviewed the <br /> Adjustment of Evaluation Monitoring Plan at Corral Hollow Sanitary Landfill dated 16 <br /> November 2007. In a letter dated 13 march 2007, staff requested the Discharger prepare an <br /> amended evaluation monitoring program (EMP) work plan to more completely define the <br /> landfill gas (LFG) release from the site, prepare an updated Engineering Feasibility Study and <br /> submit an amended Report of Waste Discharge (RWD) in accordance with Title 27, Section <br /> 20425(d) by 20 July 2007. Based upon recommendations by staff, the Discharger amended <br /> EMP work plan, which staff approved in a letter dated 11 April 200.7. The Discharger has not <br /> submitted the updated Engineering Feasibility Study or the amended RWD. <br /> The EMP required by staff in accordance with Title 27, Section 204300), has not proceeded in <br /> an expeditious manner due to off-site access and further delineation of refuse found outside of <br /> the landfill site boundary. Based on the 16 November 2007 letter, the Discharger has initiated <br /> drilling activities at the Corral Hollow Sanitary Landfill. <br /> It is staff's understanding that access for off-site borings has been granted. However, the <br /> Discharger is concerned that several of the borings (HP-5 and HP-6) located east-northeast of <br /> the landfill may be located in the former City of Tracy burn dump. The Discharger is <br /> concerned that if groundwater impacts are found at these locations it could be interpreted as a <br /> result of migrating LFG. In the 16 November 2007 letter, the Discharger is implying that any <br /> data collected from these locations will have "limited usefulness" in determining off-site <br /> impacts from the landfill. Staff agrees these locations are not ideal due to the distance away <br /> from the site boundary, but other options do not exist at this time to delineate the LFG release <br /> east-northeast of the site. <br /> The Discharger is proposing to install additional LFG extraction wells near the eastern landfill <br /> site boundary to collect LFG generated from refuse found outside the site boundary.
