LA <br />Mr. Todd Del Frate -2- <br />CLARIFICATION OF PROPOSED EVALUATION MONITORING PLAN REVISION, CORRAL <br />HOLLOW SANITARY LANDFILL <br />This revision to the scope of work is based on the following considerations: <br />Access to surrounding properties has not vet been granted by the landowners. Our <br />Special Projects Division continues to pursue encroachment permits; however, we can <br />proceed with the work within our property while seeking permission to enter our <br />neighbor's properties. <br />• The County believes that the best use of the County's limited funds is to act directly <br />against the groundwater impact, which is caused by uncollected LFG. It seems clear <br />where such effort should be applied now that refuse has been discovered at and <br />beyond our property boundary. <br />• As originally proposed, the cost of the Evaluation Monitoring Plan would exceed <br />$100,000, not a trivial amount for the San Joaquin County Closure Enterprise Fund. A <br />significant component of these costs is the fee for the driller and engineer to sample soil <br />and soil gas constituents. <br />Since our letter of November 16, the County has proceeded diligently with the work as proposed <br />in our letter of November 16, and installed a new permanent groundwater monitoring well (MW - <br />8) along Corral Hollow Road on November 27. We were unable to install a second well on the <br />Corral Hollow Creek boundary due to the lack of the shallow aquifer on that portion of our <br />property. <br />We are also in contact with Shell Pipeline, whose easement on our property we must cross to <br />install the new LFG wells in the locations shown, and intend to submit a formal proposal soon. <br />You will be sent a copy of that communication. <br />If you have any questions or concerns, please contact me at (209) 468-8504. <br />Sincerely, <br />W.
