I have no problem with
the installation of the two additional wells. Three or four wells were originally proposed to mitigate the VOC impact at shallow aquifer
monitoring well MW -5. However, our recent groundwater analysis indicates an increase in carbonate at wells MW -4 and -5,
which could be due to the effect of the carbon dioxide component of landfill gas. Such an effect is best corrected by
increasing the collection of landfill gas where it is likely to affect the shallow aquifer. The three previously proposed wells
would accomplish this north of monitoring well SB -1 where groundwater monitored by MW -5 might be affected, and the two
additional wells would improve LFG collection south of SB -1 where the groundwater monitored by MW -4 might be affected.
I recognize that this is short notice, but this new information was revealed in the analysis for the groundwater
monitoring report that is now on its way to Todd at the RWQCB.
I would like to move quickly on this to take advantage of our upcoming construction of the three original wells,
now scheduled for November 10. We can ask our contractor to do this additional work under this PO. If we cannot
include the new wells on this PO, it will probably be next year before these wells could be installed.
The new wells would conform to the design and work plan presently approved for this work. Robert McClellon
has said that the new wells could be added to the Work Plan by addendum.
I await Gino's thoughts on this. Todd has told us that it is OK with him to install these new wells (thanks Todd).
Best regards,
Mike Carroll
W.
