CAR Renewal Application
Sims Metal Management
Sims has been a part of the CAR program since its inception. any years of handling
the appliances recycling by the same trained personnel is evidence that the facility is
trained.
In response to the CAR application's requirement to describe MRSH knowledge,
training, health and safety, proposed removal processes, storage, and disposition of
wastes, Sims offers the following discussion and attachments.
General Knowledge
MRSH are found as follows:
Washing machines: mercury switches, oil, capacitors
Dryers: capacitors
Refrigerator/freezers/air conditioners: Freon, compressor oil (RCRA waste),
capacitors
Stoves: mercury switches, capacitors, ballasts
Microwaves: capacitors
Training: Employees originally received training from Henry Warner of Freon Free.
All of the appliances were discussed and dismantled, using hands-on training. Notes
are included in Attachment A. There is no need to give staff refresher training. New
employees are trained using the DTSC guidance documents and the notes of
Attachment A, along with supervised hands-on experience.
Health and Safety: Employees wear leather gloves and safety glasses while
handling appliances. Refrigerators, freezers, air conditioners are serviced by
Newcomb Mechanical, Freon Free or Campos Bros.
Removal Process: See Attachment A.
Storage: Sims operates the MRSH with satellite accumulation stations. Newcomb
Mechanical, Freon Free or Campos Bros. remove any Freon or Freon -contaminated
compressor oil after each day of service. Attachment B shows the proper storage
and handling for MRSH that Sims follows. Most MRSH are unbreakable. Fluorescent
tubes are placed in dedicated cardboard boxes. The number of each type of
appliance is recorded each month.
Disposition of Wastes: Newcomb Mechanical, Freon Free or Campos Bros. remove
the Freon and compressor oils. Oil drained from washers goes into the facility waste
oil drum. Capacitors, ballasts, mercury switches are stored in separate, labeled 5 -
gallon plastic buckets as indicated on Attachment B. Care is taken to segregate PCB -
containing ballasts or capacitors.
