DBA Esclon ArcoSUMMARY OF VIOLATIONS(CLASS I, CLASS II, or MINOR - Notice to Comply)RemarksItem #104CCR 66262.34(d)(2) No modified contingency plan. OBSERVATION: The facility contingency plan is missing some mandatory components. The components missing are: location (s) of fire extinguishers and location (s) of spill control equipments.REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the fire department unless the facility has a direct alarm.CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San Joaquin County Environmental Health Department that the correction is complete.This is a minor violation.403CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. OBSERVATION: The following open hazardous waste storage containers were observed on-site: One 55 gallon blue steel drum of petroleum mix with water was observed in the dumpster area not tightly closed. REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and storage, except when it is necessary to add or remove waste.CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste.
