S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> RON MENCARINI &SON 20575 N DE VRIES RD, LODI April 08, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: One black 55-gallon container labeled as"Penn Grade Synthetic Blend SAE 10W-30"was <br /> observed in the hazardous material/hazardous waste storage shed area with pooling oily liquid on top of the <br /> container. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately address all spilled material on top of this container. Manage the waste <br /> according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department describing the storage and final <br /> disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: One open white <br /> 5-gallon container with standing oily liquid was observed inside the hazardous waste storage shed. One 35-gallon <br /> container, also located inside the storage shed,was observed with a fill funnel attachment; no shut off valve was <br /> present on the funnel assembly rendering this container open at all times. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: The violation for the open 5-gallon container was corrected during the inspection by <br /> emptying the open container into the hazardous waste storage container; no further action is required for this <br /> container. Immediately close the 35-gallon container(as required)and ensure that all hazardous waste containers <br /> are closed when not adding or removing waste.
