The Burdened Property and groundwater underlying the property contains hazardous <br /> materials. <br /> B. Contamination of the Burdened Property. An auto service station occupied the site from <br /> the 1950s until 1973. A building demolition permit was obtained from City of Tracy to demolish <br /> the station,which referenced removal of six underground storage tanks. No documents confirming <br /> removal of the underground storage tanks have been found. Soil and groundwater at the Burdened <br /> Property was contaminated by an unknown source. <br /> In July 2013 during a Phase II Environmental Site Assessment investigation,the soil and <br /> groundwater at the Burdened Property was found to be contaminated with petroleum hydrocarbons, <br /> arsenic,and chromium,which constitute hazardous materials as that term is defined in California <br /> Health &Safety Code Section 25260. On February 24,2015,the Property Owner,Tracy Office <br /> Plaza,LLC,entered into a Voluntary Remedial Action Agreement with San Joaquin County <br /> Environmental Health Department(the Department) to oversee the characterization of a site with a <br /> release of waste pursuant to California Health and Safety Code Section 101480. <br /> In July 2017,additional investigation was conducted to determine the extent of the <br /> contamination,and a Sensitive Receptor Survey was conducted to determine potential threat to <br /> nearby well receptors within a 1,000 feet. It was also confirmed the public water well located on <br /> Tracy High School downgradient of the Burdened Property has been properly destroyed under <br /> permit. <br />
