Box 2048 <br /> Stockton, CA 95201 Stockton, CA 95201 <br /> RESPONSE TO PUBLIC COMMENTS-FOR CORRAL t ` A TARP LANDFILL <br /> (CHSL) TENTATIVE WASTE DISCHARGE REQUIREMENTS (WDRs), SAN JOAQUIN <br /> COUNTY(COUNTY) <br /> Central Valley Water Board staff("Board Staff') has reviewed your Comments to Tentative <br /> Waste Discharge Requirements for the Corral Hollow Sanitary Landfill dated 27 December 2012 <br /> and provides the following responses: <br /> 1. Closure Over Caltrans Property-The County proposes that revised WDRs indicate <br /> that it may not be able to proceed with closure and postclosure maintenance without <br /> Caltrans permission. <br /> Board Staff Response: The Discharger is the responsible party identified in the WDRs. <br /> The Central Valley Water Board in Finding#64 and Finding#66 of the tentative WDRs <br /> finds that the County is the responsible party for closure and postclosure maintenance at <br /> the facility. By means of a signed Memorandum of Understanding (MOU) with Caltrans <br /> the County has represented itself to Board Staff as the responsible party for performing <br /> closure and postclosure maintenance on both County and Caltrans property. The MOU <br /> gives the Discharger permission to close all uncovered landfill waste on adjacent <br /> Caltrans property. Therefore, no change is required to the tentative WDRs. <br /> 2. Tasks That County May Not Be Able to Perform-The County proposes to leave <br /> schedule dates for performing closure of uncovered waste flexible. <br /> Board Staff Response: The County was initially required to complete closure of <br /> uncovered waste in 2012. However, due to timing of the construction schedule <br /> overlapping the beginning of the rainy season a new schedule was provided by the <br /> County to complete closure in 2013. The revised WDRs reflects the new schedule <br /> provided by the Discharger. Therefore, no change is required to the tentative WDRs. <br /> 3. Other Items <br /> 3.1 Finding#21-Additional language to clarify the surface water drainage discussion. <br /> Board Staff Response: Proposed language incorporated into Finding#21. <br /> KARL E.
