l CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION 11020 Sun Center Drive Suite 200, Rancho Cordova, California 95670 PUBLIC HEARING concerning CEASE AND DESIST ORDER FOR SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS CORRAL HOLLOW SANITARY LANDFILL SAN JOAQUIN COUNTY San Joaquin County Department of Public Works owns and operates the closed Corral Hollow Sanitary Landfill located west of Tracy, San Joaquin County, and is responsible for post closure maintenance of the landfill and remediation of impacted groundwater due to a release from the waste management unit (WMU). Post closure maintenance and corrective action monitoring is conducted in accordance with Waste Discharge Requirements (WDRs) Order R5-2013-0013. The Central Valley Water Board will consider issuing a Cease and Desist Order(CDO) containing a time schedule to remediate volatile organic compounds found in the groundwater monitoring wells resulting from a release from the WMU. The CDO requires San Joaquin County to complete the installation of the closure cover required by the WDRs, optimize the landfill gas extraction system, and if necessary, install additional corrective measures to address groundwater contamination. The CDO includes a schedule of reporting requirements to ensure the corrective action schedule is being maintained. A public hearing concerning this matter will be conducted during the Central Valley Water Board meeting scheduled for: DATE: 11 and 12 April 2013 TIME: 8:30 a.m. PLACE: Central Valley Water Board 11020 Sun Center Drive, Suite 200 Rancho Cordova, CA 95670 The designated parties for this hearing are as follows: • Staff of Central Valley Water Board • San Joaquin County Department of Public Works Only designated parties will have these rights: to call and examine witnesses; to introduce exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence against him or her. All other persons wishing to testify or provide comments are interested persons and not designated parties. Interested persons may request status as a designated party by submitting a request in writing to the Board so that it is received no later than 5 p.m. on 8 March 2013. The request must explain the basis for the request. Persons wishing to comment on these items shall submit evidence, if any, and/or comments to the Board so that they are received no later than 5 p.m. on 8 March 2013. Written materials submitted after this time will not be accepted and will not be incorporated into the administrative record if doing so would prejudice any party.
