l <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 11020 Sun Center Drive Suite 200, Rancho Cordova, California 95670 <br /> PUBLIC HEARING <br /> concerning <br /> CEASE AND DESIST ORDER <br /> FOR <br /> SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br /> CORRAL HOLLOW SANITARY LANDFILL <br /> SAN JOAQUIN COUNTY <br /> San Joaquin County Department of Public Works owns and operates the closed Corral Hollow <br /> Sanitary Landfill located west of Tracy, San Joaquin County, and is responsible for post closure <br /> maintenance of the landfill and remediation of impacted groundwater due to a release from the <br /> waste management unit (WMU). Post closure maintenance and corrective action monitoring is <br /> conducted in accordance with Waste Discharge Requirements (WDRs) Order R5-2013-0013. <br /> The Central Valley Water Board will consider issuing a Cease and Desist Order(CDO) <br /> containing a time schedule to remediate volatile organic compounds found in the groundwater <br /> monitoring wells resulting from a release from the WMU. The CDO requires San Joaquin <br /> County to complete the installation of the closure cover required by the WDRs, optimize the <br /> landfill gas extraction system, and if necessary, install additional corrective measures to address <br /> groundwater contamination. The CDO includes a schedule of reporting requirements to ensure <br /> the corrective action schedule is being maintained. <br /> A public hearing concerning this matter will be conducted during the Central Valley Water Board <br /> meeting scheduled for: <br /> DATE: 11 and 12 April 2013 <br /> TIME: 8:30 a.m. <br /> PLACE: Central Valley Water Board <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, CA 95670 <br /> The designated parties for this hearing are as follows: <br /> • Staff of Central Valley Water Board <br /> • San Joaquin County Department of Public Works <br /> Only designated parties will have these rights: to call and examine witnesses; to introduce <br /> exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the <br /> evidence against him or her. All other persons wishing to testify or provide comments are <br /> interested persons and not designated parties. Interested persons may request status as a <br /> designated party by submitting a request in writing to the Board so that it is received no later <br /> than 5 p.m. on 8 March 2013. The request must explain the basis for the request. <br /> Persons wishing to comment on these items shall submit evidence, if any, and/or comments to <br /> the Board so that they are received no later than 5 p.m. on 8 March 2013. Written materials <br /> submitted after this time will not be accepted and will not be incorporated into the administrative <br /> record if doing so would prejudice any party. <br />
