1. REFUSE
CHSL is an unlined Class III landfill. CHSL was owned and operated by City of
Tracy from the 1940's until 1991. The County owned and operated the landfill
since 1991. Prior to County's ownership, the County has not much knowledge
about the type of refuse disposed at CHSL. To the best knowledge of the County,
hazardous materials have not been disposed at CHSL.
2. LANDFILL GAS (LFG)
When buried in a landfill, refuse and other organic material produces LFG, which
is approximately 50 percent methane by volume and may contain other
contaminants. The lower explosive limit of methane is 5 percent by volume.
Potential hazards of LFG are:
1. Fire
2. Explosion
Potential hazards associated with LFG are due to:
• Oxygen deficiency in the LFG
• Combustible characteristics of LFG
• Potential for hydrogen sulfide in LFG
11. SAFETY PROCEDURES
A. GENERAL
1. The Contractor will conduct a safety meeting with the Engineer and
Contractor's employees before the start of the project.
2. Under Ground Service Alert (U.S.A) will be notified prior to any excavations or
drilling at the site.
3. Work near the Shell Oil pipeline will be in the presence of Shell Oil Staff.
4. Contractor will not perform work that generates temperatures that could ignite
methane, such as welding, unless the Contractor has verified that the work
meets safety requirements.
B. REFUSE HANDLING
1. It is anticipated the refuse will mostly be handled with heavy equipment. All
personnel will be advised to avoid contact with refuse and to use protective
gloves if refuse is handled.
Health And Safety Plan San Joaquin County
Extension of closure Cap Project 2 Corral Hollow Sanitary Landfill
