Provide rationale to suppoi. die proposed soil vapor sample locatioi— We recommend adding a table
that summarizes this rationale.
We recommend adding three additional soil vapor sample locations. One sample should be collected
adjacent to the wash rack on east side of the CSMS building and should be analyzed for a full suite of
VOCs including chlorinated solvents. If you have previous investigation data on this wash rack that
shows a release did not occur, this sample may be unnecessary. A second sample should be collected
adjacent to the FMS Building to confirm volatile constituents from the FMS source area have not
migrated near this building at concentrations of concern. A third sample should be collected directly
above the highest residual petroleum hydrocarbon contamination to determine the "worst case" scenario
and assess whether there may an unacceptable risk to future buildings constructed at the site.
Central Valley Water Board staff request that you provide the soil vapor sample results for our review
prior to decommissioning any of the temporary soil vapor monitoring points.
The Draft Work Plan proposes to wait at least one day after installation of the temporary soil vapor
monitoring points before sampling. Given the proposed soil vapor samples will be used to assess the
potential for vapor intrusion and support site closure decisions, we recommend waiting at least one week
to allow subsurface conditions to fully equilibrate.
Please notify us at least one week in advance of the soil vapor sampling, so we can schedule a site visit
to observe sample collection.
I will be in the office next Monday and Thursday if you want to discuss these comments. Let me know if
you want to schedule a conference call.
Marcus Pierce
Central Valley RWQCB
916-464-4733
From: Steve Elliott <selliott@starresourcescorp.com >
Sent: Monday, July 10, 2017 1:36:22 PM
To: Pierce, Marcus@Waterboards
Cc: 'Anderson, Marc L LTC USARMY NG CAARNG (US)'
Subject: RE: Stockton FMS 24; Soil Gas Sampling Letter Workplan
Understood.
