The complainant, Inspector Jason, (EPA) 510-631-9229, was <br />called out for an alleged "large quantity of oil leaking now the owners have move <br />the car across the st within a 6 hour period the whole st got covered in oil pix will <br />be included. There is a water drainage within 10 ft of the oil spill." <br />Complaint photos were not accessible. <br />Discussed with Elena Manzo, she advised that I search on CERS and Envision <br />Connect (EC) for contact information. I found an existing complaint on EC for this <br />address. Jason Gaitan (EHD) responded to the complaint on 10-21-2020 <br />(reference COVG2NJML) <br />Discussed with Elena Manzo and Jason Gaitan. Elena Manzo asked me to <br />investigate, as this may be a newer release. <br />I arrived at 1297 Gentry Ct in Tracy. I was unable to verify a street covered in oil, <br />or storm drains being within 10 feet. I saw a manhole to the sewer about 20 feet <br />away. I observed a red Volkswagen Passat (Lic: 7J0T690; Registration Expired <br />2016) parked in the driveway, no leaks were observed underneath. I observed <br />what looked like an oil-saturated absorbent pad underneath a grey vehicle with oil <br />stains on the driveway. I was unable to tell if the grey car was actively leaking. In <br />front of the property, I observed an oil stain approximately 16 inches in diameter <br />underneath a grey vehicle with no apparent leaking, and absorbent beside the <br />sidewalk. <br />I discussed findings with Elena Manzo. She advised that I contact Tracy Police <br />Department to report the vehicle with expired registration for them to handle at <br />their discretion. I asked if I should make contact with the property owner/tenants <br />living in the home, but it was not necessary since Jason Gaitan (EHD) has already <br />made contact. <br />Briefed Jason Gaitan. <br />5105.rpt <br /> Page 1 of 2
