Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00052164 Site Location: 15405 E JAHANT RD <br />Activity Summary <br />Activity Date Recorded by <br />07/23/2020 CST conducted for property with trainee's Aldara and Pinne. LINDSAY <br />Met deputies and ODD at designated location. Discussed properties for the day <br />with Sgt. Theodore. Once everyone arrived we left for the property. <br />Deputies went first and gave us the clear to come on the property. Introduced <br />myself and handed my card to the allege property owner, Sue. Sue wouldn't take <br />my card until a minute later. She was upset and hostile. I discussed why I was <br />here and the alleged complaint. She cut me off and began yelling/asking who put <br />the complaint in, I informed her it was anonymous. She was upset and started <br />going off on how anyone can put a complaint in and made it sound like it was us <br />conspriring against her. I let her know we only go out if we receive a complaint. I <br />asked if I could view the recreational vehicles and trailers to confirm or deny if they <br />had connections. She said I could see them from here (her driveway). I could not <br />see them from her driveway. The officer tried to let her know that all I needed to do <br />was confirm or deny if they were connected or not. She kept yelling and <br />suggesting that no one would live in the vehicles because they are so run down. I <br />insisted that someone might and I would not surprised if someone was but I also <br />let her know that people are allowed to live in the vehicles there can't be any <br />connections or dumping sewage. She kept yelling over me and cutting me off. I <br />noticed her cannabis plants not in an enclosed structure. I mentioned the plants <br />and she said they were allowed. The officer tried to tell her that they cannot be <br />outside in public view and she said she has papers which were her physician <br />papers. We told her the cannabis plants are legal as long as she does not have <br />more than 6 plants, they are in an enclosed structure with lock and key and no in <br />public view. She wasn't willing to listen to us or try to understand the ordinance. <br />The officer tried to get down to the point if we had the permission to go on the <br />property to check the recreational vehicles. She said no. <br />We all walked off the property. Could see cannabis plants from road. Took photos. <br />Observed a trailer with water and electrical connections. Took photos. <br />Posted the recreational vehicle with a 10 day notice to correct the electrical and <br />water connection. <br />Posted the single family dwelling for cannabis activities, outdoor cultivation, not <br />obeying local ordinance and public visibility. Posted on the fence and took a photo. <br />I overheard the officer telling them that they trailer was 404.2 I walked over to try <br />to correct them. A woman suggested I was there last year and took away her kids. <br />I let her know that wasn't me. She didn't back off. I let Sue know she had 10 days <br />to correct the violations and we would be back. She started recording the officers <br />and myself. We walked away since we were done and Sue began yelling at us that <br />we were not social distancing and not wearing masks. Everyone from CDD and <br />EHD were wearing masks. Social distancing was obtained while standing trying to <br />talk to alleged owner. <br />07/27/2020 Uploaded and created photo logs for Cannabis Activities and Recreational Vehicle.
