DBA Esclon Arco <br />1329 Escalon Ave, Escalon February 19, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />605 <br />CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br />were: A 55 gallon blue steel drum of petroleum mix with water was observed in the dumpster area with no <br />hazardous property, physical state and accumulation start date listed. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a minor violation. <br />608 <br />CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />OBSERVATION: This facility generates drained used metal oil filters. A complete three year bill of lading record for <br />used oil filter recycling was not observed during the inspection. According to Mr. Sat Dhanda, technicians take the <br />used oil filters away. <br />REGULATION GUIDANCE: <br />Persons generating, transporting, or receiving used metal oil filters shall use a bill of lading to record the transfer of <br />used oil filters. Bills of lading must indicate generator, transporter, and receiving company names, addresses, <br />telephone numbers, the quantity and size of used oil filter containers transferred, and the date of transfer. A copy of <br />each bill of lading must be kept on the premises of the generator, transporter, and receiving facility where the used <br />oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br />CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used <br />metal oil filters not stored, handled and disposed of according to this section are regulated as hazardous waste. <br />Provide a corrective action statement, bill of lading recycling records and supporting documentation to the San <br />Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a minor violation. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator at the time of inspection. The EH D has written the <br />complete report on 02/27/2020 which replaces the intial checklist <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by April 17, 2020. <br />Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate ($152).
