At the time of the inspection, the expanded animal processing facility <br />had not been constructed. You stated the expansion project has been delayed due to economic <br />considerations. <br />The existing system was inspected. In general, the wastewater treatment plant was clean and well <br />maintained. A site inspection photograph log is enclosed with this letter. The following observations <br />were made during the site inspection: <br />Wastewater is generated in the slaughterhouse and swine barns. At the slaughterhouse, solids <br />in the wastewater are settled in one of two clarifiers operated in parallel. The wastewater is <br />then screened and discharged to the wastewater pond. <br />Freshwater used in the swine barns is pumped to a screen and is then recycled and used in the <br />swine barns. The wastewater is discharged to the wastewater pond after screening. <br />Animal manure is stored under a plastic liner. <br />A windmill-driven wastewater agitator is located in the north side of the wastewater pond. <br />The wastewater in the pond is land applied three times a year. The wastewater is applied using <br />a sprinkler reel. Because of the small amount of wastewater applied to the cropland, no <br />blending of wastewater with freshwater is required. The land application area consists of <br />approximately 80 acres; all the observed cropland was planted with alfalfa. <br />The freeboard in the pond was acceptable (at least two feet). Odors were limited to the <br />immediate area surrounding the wastewater pond and animal barns. <br />Settled material in the clarifiers is pumped by a septic hauler. <br />As we discussed during the site inspection, Long Ranch shall complete the groundwater monitoring <br />well workplan as required by the WDRs.
