CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />MONITORING AND REPORTING PROGRAM NO. 99-142 <br />FOR <br />WILLIAM LONG, SCOTT LONG, <br />AND <br />LONG RANCH, INC. <br />SAN JOAQUN COUNTY <br />This Monitoring and Reporting Program (MRP) describes requirements for monitoring wastewater <br />effluent and groundwater. This MRP is issued pursuant to Water Code Section 13267. The <br />Discharger shall not implement any changes to this MRP unless and until a revised MRP is issued by <br />the Executive Officer. Specific sample station locations shall be approved by Regional Board staff <br />prior to implementation of sampling activities. <br />All samples should be representative of the volume and nature of the discharge or matrix of material <br />sampled. The time, date, and location of each grab sample shall be recorded on the sample chain of <br />custody form. <br />The Discharger shall inspect the wastewater holding pond, freeboard, and the designated disposal <br />areas (cropland). The quality of the discharges made off property under the control of the Discharger <br />(including manured tailwater) shall be noted. Daily inspections shall be made when wastewater is <br />being applied to the cropland and weekly during other periods. The results of all inspections will be <br />recorded for submittal in the annual report. <br />The time and date of sample collection shall be recorded. The appropriate sample containers, storage, <br />transport, and Environmental Protection Agency analytical methods shall be implemented. The <br />following shall constitute the monitoring program. <br />WASTEWATER HOLDING POND EFFLUENT MONITORING <br />Grab samples of the effluent from the wastewater holding pond shall be retrieved prior to discharge to <br />the designated disposal area. Effluent samples shall be representative of the volume and nature of the <br />discharge. Analyses shall be performed for the following constituents: <br />Compounds Units Sampling Frequency <br />Flow (cumulative) gallons/day Monthly <br />Nitrogen mg/1 Semi-Annual' <br />Phosphorus mg/1 Semi-Annual' <br />Potassium mg/1 Semi-Annual' <br />Total Dissolved Solids (TDS) mg/1 Semi-Annual' <br />Biochemical Oxygen Demand (BOD5-day) mg/1 As necessary due to odors <br />Suspended Solids mg/1 As necessary due to odors <br />Dissolved Oxygen mg/1 As necessary due to odors <br />Semi-annual samples shall be collected mid-summer (between April-June) and mid-winter (between October- <br />December).
