SECTION I <br />PROJECT DESCRIPTION <br />Project Title <br />WASTE DISCHARGE REQUIREMENTS, WILLIAM LONG, SCOTT LONG, AND LONG <br />RANCH, INC., WASTE DISPOSAL FACILITY, SAN JOAQUIN COUNTY <br />Project Description <br />William Long and Scott Long operate a family owned swine ranching and processing business, known <br />as the Long Ranch, Inc. The Long Ranch submitted a Report of Waste Discharge (RWD) on 4 June <br />1998 to expand the processing (slaughterhouse) operations. An amended RWD was submitted on <br />18 June 1999. The California Regional Water Quality Control Board, Central Valley Region (Board) <br />is the Lead Agency in complying with the California Environmental Quality Act (CEQA) in <br />accordance with the Public Resource Code, Section 21000, et seq., and the State CEQA Guidelines. <br />The project, as proposed, will not have a significant effect on water quality. The Board's Staff has <br />prepared a Negative Declaration for Board certification. <br />The proposed project will expand the existing swine slaughterhouse operations, but not the existing <br />swine ranching operations. Approximately, 10,100 gallons per day of wastewater will be produced <br />from the existing and expanded operations. The wastewater will be discharged to a holding pond, <br />which will periodically be applied to adjacent cropland. Whole blood and animal solid wastes are <br />prohibited from discharge into the holding pond. Tentative Waste Discharge Requirements have been <br />developed for this project. <br />The Waste has been characterized and contains no substances at hazardous levels per Title 22 of the <br />California Code of Regulations. The wastewater contains nutrients, which would benefit the crops <br />when applied at agronomic rates, and would not adversely impact beneficial uses.
