Does the project have environmental effects <br />which will cause substantial adverse effects <br />on human beings, either directly or indirectly? <br />Discussion of Environmental Evaluation <br />The proposed project involves a low-risk waste discharge to land. Wastewater from the <br />ranching and processing (slaughtering) operations is stored in a holding pond prior to being <br />discharged to cropland. The wastewater contains low concentrations of nutrients, minerals, and <br />organic matter that is beneficial to soil and plant growth. The existing holding pond is sealed <br />from settled and compacted solids and there is over 5 feet of separation between the base of the <br />pond and groundwater. Groundwater monitoring will be required under the Waste Discharge <br />Requirements to assure that groundwater quality is not degraded from the expanded operations. <br />Environmental Determination <br />On the basis of this initial environmental evaluation:
